The county in general has an overwhelming amount if homeless/indigent people, and since the jails and other county agencies are overwhelmed, it seems that the people working at the various agencies are exasperated as well as overwhelmed, because the resources arw just not available, especially as regards to funding. Programs no longer exist due to lack of funding. It is truly sad.
