Riverside County Community Action Partnership; Riverside Home Energy Assistance Program (HEAP); Weatherization information provided by: Riverside County Office on Aging

Energy Crisis Intervention Program assists low income individuals with energy-related emergencies; Home Energy Assistance Program provides financial assistance to eligible households to offset the cost of heating and/or cooling dwellings. Assistance is provided once in any 12 month period and limited to 3 times in a life time.
Free weatherization services to income qualifying residents, (either renters or owners) includes insulation, weather-stripping, minor repairs and conservation measures.
Funding is limited. Not all income-qualified individuals will be assisted. The application process, from receipt of application to payment, takes approximately 6 to 8 weeks.
You must continue to pay your bill during the application review.

Application Process:
Copies of current utility bill showing last 4-weeks of usage, proof of all household income, proof of Citizenship (birth certificate), Social Security Card, application form completed and signed.

Eligibility Requirements:
Riverside County resident, household income, number and age of individuals in the home, total monthly energy costs, frail, elderly and life-threatening medical conditions (proof required).

in an emergency they wont help you at all. they will let your lights get cut off so you can make a appointment to be seen.
