The HEAP program provides energy assistance payments to low-income households. The HEAP program has been decentralized and is the responsibility of local community services agencies under contract with the Department of Community Services and Development (CDS) formerly the Department of Economic Opportunity (DEO), is responsible for the HEAP Program. HEAP is a federally funded program which helps low-income households to pay their energy bill. Eligibility is based on the household‘s total monthly income, which cannot exceed the HEAP income guidelines. Also have the SHARE Program that assists with the utility bill.
